Alexandria-Pineville Metropolitan Planning Organization (APMPO)
The Alexandria-Pineville Metropolitan Planning Organization (APMPO), staffed by the RAPC, works with state, parish, and local governments to plan federally funded and regionally significant transportation projects within the Alexandria-Pineville metropolitan area. This role helps the region compete for federal transportation funding.
APMPO is responsible for multimodal transportation planning and investment decisions but does not fund, design, build, or operate transportation systems. Its work includes maintaining required planning documents such as the Metropolitan Transportation Plan (MTP), Transportation Improvement Program (TIP), and Unified Planning Work Program (UPWP).
The Transportation Policy Committee guides regional transportation policy, prioritizes projects, and approves major planning documents.
MPO Core Functions
Metropolitan Transportation Plan (MTP)
The Metropolitan Transportation Plan (MTP) serves as the cornerstone for comprehensive transportation planning throughout the Alexandria – Pineville Urbanized Area. The purpose of the Plan is to identify the location, function, and size of new or improved transportation infrastructure and services for the areas that are expected to be incorporated over the next 20+ years.
Transportation Improvement Program (TIP)
The Transportation Improvement Program (TIP) is an intermediate-range planning document that reflects the transportation expenditures that are planned to be spent over the next four years. Project details are provided, such as project description, cost, funding source, and funding year. The TIP contains information on planning studies, road improvements, and transit. It is updated every four years. Each year the MPO tracks the projects let through its Urban Systems program (STP50-200K) funding.

Unified Planning Work Program (UPWP)
The Unified Planning Work Program (UPWP) serves as the annual work program for the Alexandria–Pineville Metropolitan Planning Organization (APMPO). It identifies the transportation planning activities, studies, priorities, funding, and work products that will be undertaken during the fiscal year in support of the metropolitan transportation planning process.
The UPWP is developed cooperatively by the Rapides Area Planning Commission (RAPC), serving as the Alexandria–Pineville MPO, in partnership with the Louisiana Department of Transportation and Development (LADOTD), the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), local governments, transportation providers, and other regional stakeholders.
The program supports the federally required continuing, cooperative, and comprehensive (3-C) transportation planning process and is prepared in accordance with applicable federal metropolitan transportation planning requirements, including 23 U.S.C. §§ 134 and 135, 49 U.S.C. § 5303, 23 CFR Part 450, and the Infrastructure Investment and Jobs Act (IIJA).
The UPWP guides implementation of the Alexandria–Pineville MPO’s planning activities, including development of the Metropolitan Transportation Plan (MTP), Transportation Improvement Program (TIP), transit planning, safety planning, Complete Streets initiatives, GIS and data management, public participation, and other federally funded transportation planning activities.
